The 7 of wands shows a group of women, gathered together, each holding a staff in various positions. Some lounge on the ground, some sit, and some stand. One woman in the middle raises her staff high as flames burst from the tip. She seems to be talking over the woman facing her, not letting the other woman speak. The rest seem to be waiting for the disagreement to be over with, so life can go on.

It seems the group isn't real invested in the final outcome of this; they will do what they have always done no matter what is decided. The quarrel is not that important; they are really wasting their energy. Maybe the group is bored and a fight will lend some momentary interest. Maybe the one woman is sparring with words in order to gain status. The staves are waved around but nobody will actually be hurt here.
